DEVICE FOR COLLECTING A LIQUID CONTAINED IN A CONTAINER, RELATED CONTAINER AND USE OF THIS CONTAINER The invention relates to a device for withdrawing (or transferring) a liquid contained in a container. It also relates to a container provided with such a sampling device. It also relates to a use of this container. The invention mainly relates to an application to the sampling of a liquid of medicinal scope, in particular intended for the treatment of animals. This type of device allows the withdrawal of liquid while ensuring, moreover, a seal. To this end, a device has already been proposed for withdrawing liquid from a container, comprising a tap which allows a user, by turning this tap, to close or open a passage between the internal volume of the container and the outside. from this container. When this passage is closed, the liquid contained in the container cannot escape from it. Any leakage of liquid from the interior to the exterior of the container is then prevented and the introduction of any external pollution (unwanted fluid or dust, for example) inside the container is avoided. When this passage is open, a sample of the liquid contained in the container can be taken. Such a solution is for example proposed in the document WO 2012/057843 (D1). However, this solution is not perfect. In fact, after a first use, the tap is closed and the upper part of the passage between the external volume and the internal volume of the container remains in contact with the external medium. This upper part of the passage can therefore be loaded with pollutants and in particular load with pollutants the liquid residues coming from inside the container. Also, during a subsequent opening of the sampling device, pollutants can then enter inside the container. Such pollutants can also be introduced into the container when the tap is open. For this purpose also, an alternative solution to the use of a tap is the use of an elastic valve generally produced with an elastomer. This is for example what is proposed in the US document 425,465 (D2). The advantage of the elastic valve, compared to a tap, lies mainly in the absence of a zone for the passage of the liquid contained in the container in contact with the outside. However, such an elastic valve is stressed heavily and frequently so that its longevity can be altered, in particular compared to that of a tap. Furthermore, with this solution, maintaining a seal in all cases is difficult. Thus, for example, if the container is overturned, the liquid it contains applies pressure to the elastic valve and leaks can then be observed. There is therefore a need for a device for withdrawing a liquid from an improved container. To this end, the invention provides a device for withdrawing a liquid from a container, characterized in that it comprises: - a housing having a longitudinal axis; - a component comprising: • a body provided with at least one channel with a proximal end and a distal end; • a receptacle, fixed relative to the body, and located in the extension of the proximal end of said at least one channel, said component being rotatably mounted relative to the housing around the longitudinal axis of this housing between a closed position in which the distal end of said at least one channel is closed by the housing and an open position in which the distal end of said at least one channel is capable of establishing fluid communication with the container; and - an elastic valve housed in the receptacle. In general, the device 100 for withdrawing a liquid from a container according to the invention comprises a housing 10, a component 20 located in the housing 10, an elastic valve 30 and a cap 40 removably mounted on the housing 10 All these components are represented in the general view, produced from a cut perspective, of FIG. 1 (a). The housing 10 comprises a first base 11 intended to be mounted on the outside of the container and a second base 12 intended to be mounted on the inside of the container. The first base 11 is shown in a sectional view in Figure 1 (b) and the second base 12 is shown in a sectional view in Figure 1 (c). The bases 11 and 12 are mounted one on top of the other, according to a mounting which is preferably irremovable and without any relative movement being possible between them. A more detailed view of a zone for fixing the two bases 11, 12 to each other and to a container R is shown in the sectional view of FIG. 1 (d). In this assembly, elements 111 of the hook type of the first base are for example implemented to cooperate with an annular edge 122 of the second base 12. The assembly is carried out to ensure a very good seal between the two bases 11, 12 so that the risks of liquid leakage or introduction of pollutants (such as liquids, dust or pollutants such as bacteria) between the two bases are limited. It should be noted that the second base 12 also comprises a central orifice 123 which makes it possible to receive part of the component 20 and an upper wall 12SUP on which the component 20 comes to bear. As for the first base 11, it is hollow to be able to accommodate on the one hand the component 20 and on the other hand, in its lower part the second base 12. Advantageously, mounting on the container R requires an axial compression force F less than or equal to 300 N. Furthermore, the connection between the sampling device according to the invention and the container R is advantageously manually removable. The component 20 is rotatably mounted relative to the housing 10, that is to say both relative to the first base 11 and the second base 12 taking into account the fixing of the two bases 11,12 one by compared to each other. This rotation takes place between a so-called closed position and a so-called open position. This rotation takes place around the longitudinal axis AL of the housing 10. Component 20 comprises a body 26 provided with at least one channel 21 with a proximal end 21 p and a distal end 21 d. The channel 21 passes through the body 26 of the component 20. The component 20 also includes a receptacle 24 situated in the extension of the proximal end 21 p of said at least one channel 21. This receptacle 24 is fixed relative to the body 26, and more precisely mounted fixed on the body 26. For example, to fix the receptacle 24 securely on the body 26, a circumferential groove 260 can be provided, situated at the level of the upper wall 26SUP of the body 26, and capable of receiving, for example by snap-fastening, a corresponding wall of the receptacle 24. Another type of mounting between the body 26 and the receptacle 24 can be envisaged, the main thing being that this mounting, removable or not, allows a fixing preventing any relative movement between the body 26 and the receptacle 24. In this regard, it is therefore possible, as a variant, and so that the receptacle 24 is fixed relative to the body 26, to provide that the receptacle 24 and the body 26 are in one piece. This will not prevent the mounting of the elastic valve 30. In fact, because of its elasticity, the elastic valve 30 can be housed inside the part formed by the receptacle 24 and the body 26, via the orifice 240 of receptacle 24. Thus, the receptacle 24 makes it possible to house the elastic valve 30 within the component 20. More precisely, the elastic valve 30 is held between the body 26 and the walls of the receptacle 24. The elastic valve 30 has a complementary shape with the internal wall of the receptacle 24. It also bears against the body 26. This elastic valve 30 is advantageously made of elastomer, for example silicone elastomer. It comprises a central orifice 31 of which a distal end 31 d is in fluid communication with the proximal end 21 d of said at least one channel 21 of the component 20. This fluid communication between the channel 21 and the central orifice 31 is present whatever or the angular position of the component 20 relative to the housing 10. The central orifice 31 also has a proximal end 31 p which is in the form of a plug 33 provided with a slot 34. The slot 34 can be simple (straight) or complex (in the form of a circular arc or star for example). When the elastic valve 30 is not stressed by an external action (Luer or other type syringe), the slot 34 is closed and a seal is provided between the outside of the component 20 and the inside of the component 20. The cap 40 is removed from the housing 10 and more precisely from the first base 10. The elastic valve 30, which then no longer undergoes external action, returns to its initial shape, namely that of FIG. 1 ( a), thus closing the slot 34 of the plug 33 in a sealed manner. The device 100 according to the invention provides a double seal on the liquid sampling path. The first seal is produced by a valve type system, in this case between the component 20 and the second base 20. The second seal is produced by an elastic valve 30 located above the valve type system. The elastic valve 30 limits or prevents any introduction of pollutants into the upper part of the component 20, during before or after use. Furthermore, the presence of a valve type system between the container and the elastic valve 30 limits the stress on the latter and also limits the presence of liquid in the channels 21 and 31. In order to avoid the risk of contamination, the connection with the container is advantageously made once the connection between the sampling device and the Luer L is ensured. Advantageously, the assembly effort of the Luer L on the sampling device according to the invention must be less than 27.5 N (for 5 sec) with an insertion torque less than 0.1 N.m. The opening of channel 21 is then carried out once the Luer L link is effective, the opening torque then being advantageously less than 0.35 N.m. Closing channel 21 advantageously requires a torque of less than 0.35 N.m. Advantageously, the disassembly effort of the Luer L must be less than 27.5 N (for 5 sec) with a torque necessary to remove the Luer L less than 0.1 N.m. The cap 40 has a complementary shape with the housing 10 and more precisely with the first base 11, for example to be able to be screwed or unscrewed (the elements 110 of Figure 1 (b) represent the threads of the first base 11 ). This is what is shown in Figure 4, where Figure 4 (a) shows the closed position of the component 20, 20 ', 20 ”(red TV visual indicator for example) and Figure 4 (b) its position opening (green TV visual indicator for example). This provides additional security for the user. It is advantageous to also provide, on the first base 11, at least one barbican or an opening, laterally with respect to the opening O, in order to allow the evacuation of liquids possibly collected behind the first base 11. In fact, it has been found that when liquid is trapped behind the first base 11, its evaporation can bring, in contact with the filter or filters, residues capable of reducing the effectiveness of the filters for balancing the pressures between the interior and the outside of container R. The evacuation of liquids is increased thanks to the presence of barbacans and the risk of degrading the quality of the filters is reduced. Different materials can be envisaged to make the different elements of the device 100, 100 ’, 100” according to the invention. The first base 11 of the housing 10 may be made of Acrilonitrile Butadiene Styrene (ABS), polycarbonate (PC) or poly (butylene terephthalate) (PBT). The second base 12 of the housing 10 and the elastic valve 30 can be made of elastomeric thermoplastic (TPE), vulcanized elastomeric thermoplastic (TPV), thermoplastic urethane elastomer (TPU), silicone, fluorosilicone, chlorobutyl, bromobutyl, nitrile, fluoroelastomer (FKM) or ethylene-propylene-diene monomer (EPDM). Advantageously, these elastomers can be coated with a protective film. Component 20, 20 ', 20 ”(therefore the body 26, the receptacle 24 and, where appropriate, the skirt 25) can be made of poly (butylene terephthalate) (PBT), Polypropylene (PP) or Polyethylene Terephthalate (PET). The cap 40 may in particular be made of polypropylene (HP). These materials can be sterilized by conventional means. Advantageously, they can be irradiated or autoclaved. It should be noted that in the above description, the housing 10 is presented as being formed of two bases 11, 12 mounted one on the other. In the context of the invention, provision could be made for the housing 10 to be made in one piece, a first part fulfilling the function of the first base 11 and a second part fulfilling the function of the second base 12. It is possible, for example, consider the use of a crimped, clipped or screwed cap on the opening of container R. Advantageously, the device 100, 100 ′, 100 ″ of liquid collection according to the invention is non-removable in order to '' ensure the safety of children vis-à-vis the composition contained in the container R or to guarantee that the content has not been modified. The invention also relates to a container R comprising a liquid (solution or suspension) and an opening, said container R comprising, at its opening, a device 100, 100 ’, 100” for withdrawing liquid according to the invention. According to one embodiment, the container R comprises a dip tube TP, flexible or rigid, in connection with the distal end 21 d of the body 26. Advantageously the dip tube TP has a length corresponding to the height of the container R, which allows the withdrawal of the composition contained in the container R, head up. The dip tube TP is for example shown in Figure 5. This Figure 5 actually corresponds to Figure 3 (a), to which the dip tube TP has been added. Of course, such a dip tube can be envisaged regardless of the embodiment considered. The container R can be a bottle, a vial or a pocket. The container R can be flexible or rigid. The material of which the container R is made can advantageously be glass or plastic (different types of plastic can be envisaged). Finally, the invention also relates to the use of a container R 10 comprising a liquid and provided with an opening and comprising, at the level of its opening, a device 100, 100 ′, 100 ″ for withdrawing liquid according to the invention as a packaging of a liquid consisting of a sterile pharmaceutical composition. The invention also relates to the use, within the framework of a curative or preventive therapeutic treatment, of a pharmaceutical composition contained in a container R comprising said pharmaceutical composition and an opening, said container R comprising, at the level of its opening, a device 100, 100 ′, 100 ”for withdrawing liquid according to the invention. According to a particularly preferred embodiment of the invention, said use takes place in the veterinary field for administering to an animal a sterile pharmaceutical composition.
